JoAnn Flower was recognized as the recipient of the Distinguished Service to Agriculture Award, at the annual convention of the Kansas State Grange, in Emporia.

She was born in Elkhart and grew up in Hugoton, where her father was the local druggist. She graduated from Hugoton High School, Colorado Women's College and Johns Hopkins Hospital School of Nursing. She married Paul Flower, a Stevens County farmer, and they moved to a Jefferson County farm in 1976. Today, they live in Oskaloosa. Paul is the owner of Finley Title and Abstract Company. They have two children and three grandchildren.

JoAnn has been a community volunteer serving on the Oskaloosa Library Board, Jefferson County Historical Society Board, Jefferson Service Organization Medical Committee, Jefferson County Regional Planning Commission, Jefferson County Health Department and president of Jefferson County Republican Women.

She was elected to the Kansas House of Representatives in 1988. Her committee assignments through the years have included transportation, insurance, state and local government, utilities, public health and welfare chair two years and agriculture for 12 years, serving as chair for five years.
