Kansas Equine Education and Promotion Board bill dies
Senate Bill 87, to establish the Kansas Equine Education and Promotion Board, died on the Senate floor, a victim of "turnaround day" which is the deadline by which House bills have to pass the House and Senate bills have to pass the Senate. Bills which do not pass from their house of origin are dead. March 1 was the turnaround day deadline.
Although the bill fell short, progress was made with its passage in the Senate Agriculture Committee. The promotion of the bill brought so many equine interests together to support it from across the state and several members of the Senate Agriculture Committee became advocates for the KEEP board during this process.
In the House of Representatives, HB 2090 was introduced as a companion bill to SB 87 but it did not get a hearing in the House Agriculture and Natural Resources Committee so it also died as it failed to pass the House by the turnaround deadline.
According to the Kansas Horse Council, it is not unusual for legislation to take several years to pass in order for legislators to become educated on the issues.
