District sets December public hearings to receive comments regarding proposed administrative rule revisions

Residents within the High Plains Underground Water Conservation District No. 1 will have an opportunity to comment on a second phase of proposed administrative amendments to the district's rules during five public hearings set for early December.

The proposed amendments include new water well spacing requirements, rules concerning abandoned water wells; rules concerning replacement water wells; rules regulating production of water from the Dockum (Santa Rosa) aquifer, and rules outlining procedures for requesting exceptions to water well permit applications.

"This second phase of rule amendments includes changes suggested to us by constituents at earlier public meetings in each district directors' precinct, changes requested by the district's board of directors, and changes recommended by staff to clarify existing rules," said General Manager Jim Conkwright.

The one-hour hearings are scheduled as follows:

--Dec. 9 at 10 a.m.--High Plains Underground Water Conservation District office, 2930 Avenue Q, Lubbock. (Precinct One--the portion of Crosby County within the district, Lubbock, and Lynn Counties.)

--Dec. 10 at 8 a.m.--Museum of the Llano Estacado (Auditorium), Wayland Baptist University, 1900 W. 8th Street, Plainview. (Precinct Five--the portion of Floyd County within the district and Hale County.)

--Dec. 10 at 11 a.m.--Randall County Texas AgriLife Extension office, 200 N. Brown Rd., Canyon. (Precinct Four--the portions of Armstrong, Deaf Smith, Potter, and Randall Counties within the district.)

--Dec. 11 at 8 a.m.--Morton Activity Center, 200 W. Taylor, Morton. (Precinct Two--Cochran County and the portions of Hockley and Lamb Counties within the district.)

--Dec. 11 at 11 a.m.--Bailey County Coliseum, 2206 W. American Boulevard, Muleshoe. (Precinct Three--the portion of Castro County within the district, Bailey, and Parmer Counties.)

The proposed rule amendments will be available for public review after Nov. 18 through the following methods:

--An electronic version of the proposed rule amendments will be available for on-line viewing or downloading via a link on the home page of the High Plains Water District's website at www.hpwd.com

--Persons may call the Water District's Lubbock office at 806-762-0181 to request a printed copy of the proposed rule amendments.

--A printed copy of the proposed rule amendments will be available for public inspection at the district's Lubbock office during regular business hours. In addition, a copy will also be available at the district's county offices.

Written comments regarding the proposed rule amendments are encouraged. They will be accepted until 5 p.m., Dec. 31, and should be directed to Jim Conkwright, General Manager, High Plains Water District, 2930 Avenue Q, Lubbock TX 79411-2499.

The five-member High Plains Water District Board of Directors will consider public comments from the hearings and may take action concerning the proposed rule revisions at their regularly scheduled Jan. 13, 2009 meeting.
