DES MOINES, Iowa (AP)--An Iowa-native who has served as the U.S. Department of Agriculture's Under Secretary for Rural Development says he plans to resign effective Dec. 1.

Thomas Dorr has also been chairman of the USDA Energy Council and served as co-chair of the Federal Biomass Research and Development Board.
