CSU assists in negotiations of historic legislation

Colorado

Historic legislation was signed May 14 by Governor Bill Ritter, marking what is believed to be the first time that two opposing groups, the Colorado livestock industry and animal rights advocates, have worked jointly in negotiations to reach agreement legislation. The bill signed May 14 prohibits the use of veal crates and sow stalls in Colorado.

As a land-grant university, Colorado State University is heavily involved in matters such as these. Credit can be given to many to make this bill a reality, but without the involvement of Dr. Bernard Rollin, a University Distinguished Professor of philosophy, the two groups may not have negotiated. Rollin was instrumental while acting as a neutral facilitator who helped encourage the two groups take a team approach to find middle ground. Colorado is the first state to sign such joint legislation, which was crafted in partnership between the Colorado Livestock Association and the Humane Society of the United States. The U.S. Humane Society is instigating legislation through a ballot initiative in other states.

Rollin is a world-recognized animal ethics expert who is well respected by the agricultural industry and animal rights groups. Rollin developed the world's first courses in veterinary medical ethics, ethical issues in animal science, and biology combined with philosophy. Rollin teaches these courses at Colorado State University and has helped universities around the world develop similar programs. Among many contributions, he is a principal author of the 1985 Animal Welfare Act and an international voice in animal-use ethics and has testified to Congress about animal welfare issues.
