Commissioner Staples appoints Structural Pest Control Advisory Committee members

Agriculture Commissioner Todd Staples Feb. 11 announced the appointment of the inaugural members of the Structural Pest Control Advisory Committee.

"Structural pest control services are an important part of our economy and the Texas Department of Agriculture welcomes the opportunity to ensure consumers and the industry are properly served and have a fair and consistent regulatory environment," Commissioner Staples said. "These committee member's commitment to public service will ensure Texas has one of the best pest control industries in the nation."

The Structural Pest Control Advisory Committee was created by House Bill 2458 during the 80th Legislative Session. The legislation abolished the Texas Structural Pest Control Board and transferred the responsibilities for licensing and regulation of structural pest control to TDA. The purpose of the committee is to gather and provide information relating to the practice of structural pest control and to advise the department and the commissioner on various regulatory responsibilities of the new Structural Pest Control Service.

Thomas Kezar of Austin and Gregory Orr of Houston are appointed as members expert in structural pest control application; Peggy Caruso of Katy, Johnny Hibbs of Carrollton and William Roberts of Plano are appointed as members representing public interest; Dr. Michael Merchant of Dallas is appointed as the member from an institution of higher education knowledgeable in the science of pests and pest control; and William Stepan of Houston is appointed as the member representing the interests of structural pest control operators. Dr. David Lakey is statutorily designated as a member of the committee as the commissioner of state health services. A member representing the interest of consumers based on the recommendation of a consumer advocacy group or association remains to be appointed.

Committee members, except the commissioner of state health services, serve staggered four-year terms. The committee will meet at least once during each calendar year and may meet on other occasions at the direction of Commissioner Staples. The initial meeting of the committee will be in March.
