WSGA/WWGA joint resolutions adopted at Winter ConventionWyoming The Wyoming Stock Growers Association and Wyoming Wool Growers Association Joint Winter Convention was held in Casper Dec. 7 to 10. The following resolutions were adopted at the Joint Business Meeting held Dec. 10. WSGA/WWGA Joint Resolutions and Directives WSGA Livestock Health and Production/WWGA Animal Health Committee Directive: The officers and staff of WSGA are directed to respond to the APHIS National Brucellosis Eradication Zone proposal but neither support nor oppose until complete information is available. WSGA Ag Finance and Tax Committee Resolution: WSGA/WWGA urge that a new section of the Internal Revenue Code on inheritance taxes be adopted to include the elective option of passing on a productive ranch or farm enterprise to succeeding generations tax free as long as the entity remains in agriculture reproduction. Directive: The officers and staff of the WSGA and WWGA are directed to work toward clarification of the Ag Fuel Tax exemption rules. Directive: The officers and staff of the WSGA and WWGA are directed to support and encourage members of the 2009 Wyoming Legislature to adopt a Joint Resolution reaffirming state sovereignty under the 10th Amendment to the U.S. Constitution and requesting that the federal government cede to the states all powers not expressly reserved to it by the Constitution. WSGA and WWGA Water Committees Resolution: WSGA/WWGA oppose the proposed in-channel temporary water right pilot legislation. Resolution: WSGA/WWGA support the Joint Agriculture Committee's CBM discharged water management legislation. Resolution: WSGA/WWGA oppose the Craig Thomas " Snake River Headwaters Legacy Act" and the Omnibus Lands Bill. WSGA Federal Lands Committee/WWGA Lands Committee Resolution: WSGA/WWGA believe that the use of Off-Road Vehicles including motorcycles, 4-Wheelers and Multi-Purpose Vehicles in the daily operations of ranches, the maintenance of range improvements and the herding of livestock is appropriate and necessary for the federal land ranchers in Wyoming. These are among the tools essential in modern day ranching to do the required maintenance and herding that is needed to accomplish multiple-use benefits while keeping the ranches economically competitive. These tools enable ranchers to respond in a timely manner to the needs of both livestock and the rangeland resource. In order to keep our industry in the lead of the efforts to protect and enhance the land we urge Wyoming ranchers to adopt the following principles and practices To reduce the visibility from roads and reduce the possibility of creating a road or trail we encourage varying the track or route when accessing a site on numerous occasions. In addition, we support practices such as; --Utilizing existing roads and trails when available --Limiting the use on soft or wet ground --Utilizing brush or shrubs to obscure tracks --Avoiding when practicable travel on highly erosive soils and sites such as steep hillsides --Controlling speeds or altering routes to minimize disturbance of big game animals We must emphasize the fact that no one effort or practice will fit all situations. We know there will and should be exceptions to any of these practices. It must be recognized that ranchers need to go off road in all kinds of conditions to check and treat sick livestock, tend to cows and sheep that are calving and lambing or to locate dead cattle and sheep to confirm predator losses. Resolution: WSGA/WWGA urge that, In the BLM federal planning process, all existing Areas of Critical Environmental Concern and National Natural Landmarks be reevaluated for compliance with established criteria and court decisions, and that any new proposed ACEC's and NNL's should be evaluated for compliance with existing criteria, legal precedent, and local land use laws. WSGA Private and State Lands/WWGA Lands Committee Directive: The WSGA and WWGA officers and staff are directed to monitor legislation on competitive bidding for power generation that would affect landowners in Wyoming. Resolution: WSGA/WWGA urge the Board of Land Commissioners to follow the language and intent of state statute which requires that valid conflicting lease bids be based on fair market value using a formula based on criteria specified in W.S. 36-5-101. WSGA Brand Committee Resolution: WSGA/WWGA oppose the Brand Heritage Bill under which a brand will be sold for $300 and not be used on livestock as this will take brands out of use for livestock. Resolution: WSGA/WWGA support proposed legislation to help the Livestock Board recover necessary non-inspection costs including transportation, supplies or equipment. 12/22/08 Date: 12/17/08 Advertisement
