District 5 represents the counties of Buffalo, Custer, Dawson, Franklin, Furnas, Gosper, Harlan, Kearney, Phelps and Red Willow. Wheat producers residing in any of the mentioned counties are eligible.

Any wheat producer interested in the appointment may submit an application to the Governor's office for consideration.
