Rains delay beef plant constructionABERDEEN, S.D. (AP)--Flooding that hit Aberdeen early in May was the start of delays for a $40 million beef processing plant near Aberdeen. And officials say recent heavy rains have not helped. Construction is six to eight weeks behind schedule, according to Dennis Helwig of Aberdeen, a partner in the Northern Beef Packers plant. "We are still running into water problems," Hellwig said. Hellwig did say he hopes the building will be enclosed this fall and that the plant will open next July or August as planned. Financing is not finished yet, he said. "It's not complete, but is coming together well." About $8.9 million in bonds are to be issued by Brown County, and Hellwig said he thinks they will be available for sale in about two weeks. This spring, Brown County voters approved the bonds that Northern Beef will use to make improvements at the plant site south of Aberdeen. The plant's property taxes on the improvements will pay off the bonds for up to 20 years. Date: 8/29/07
