Kansas Wheat seeks increase in assessment cap authority

The Kansas Wheat Council (KWC) and Kansas Association of Wheat Growers (KAWG) held their joint board meeting Nov. 14 in Salina, Kan.

At that meeting Board members reviewed their plan to ask the 2008 Kansas Legislature for the authority to increase the wheat assessment cap authority from 10 mills (1 cent) per bushel to 20 mills (2 cents) per bushel. Although this would give Kansas Wheat Commission the authority to raise the assessment cap it does not mean the assessment would be the full 2 cents per bushel.

If the legislature approves this authority then Kansas Wheat will take its request to all producers before any decision is made by the Kansas Wheat Commission to collect a higher amount.

The wheat assessment authority cap was last changed in statute in 1982, 25 years ago. The assessment was raised from three to 10 mills at that time. In 1988, the Kansas Wheat Commission voted to raise the levy to seven mills. In 1996 the levy was raised to the current level of 10 mills.

Kansas Wheat conducted a survey of wheat growers in the state following harvest this year. In that survey 94 percent of the respondent said they are willing to give 10 mills or more to the wheat assessment. Six percent said they are not willing to contribute the current assessment of 10 mills. Results of the survey showed that 36 percent of those responding to the survey are will to contribute 15 mills or more and 21 percent are willing to contribute 20 mills or more to the wheat assessment.
