Rancher accused of violating probation

RYE VALLEY, Ore. (AP)--A rancher who pleaded guilty to animal neglect last year has violated his probation by keeping more horses than his plea agreement allowed, Baker County officials said.

Ivan Langley, 61, will be arraigned on the charge Feb. 9 in Baker County Circuit Court. Langley pleaded guilty in September to animal neglect forfeiture and was placed on five years probation.

Forty-three other charges were dismissed as part of the agreement.

Langley was accused of failing to provide animals with adequate feed or care on his 3,700-acre ranch in Rye Valley.

As part of the plea agreement, Langley was required to limit his cattle herd to 25 cows and one bull and to reduce his 70-head horse herd to no more than 35 horses by Dec. 1. In September, Langley forfeited nine mares, five stud horses, one donkey, three mules, one foal, one filly, one colt, one stud foal, one llama, two cats, 10 goats and five dogs.

The Baker County Parole and Probation Department has been monitoring his compliance with the agreement.

In visits to the Langley ranch this month, his probation officer found 51 horses on the property, said Thom VanArtsdalen, parole and probation director.

Langley appears to be feeding the animals, VanArtsdalen said.
