TDA secures quarantine exemption for use of products to control soybean rustTexas Agriculture Commissioner Susan Combs announced that the Texas Department of Agriculture has been granted approval by the U.S. Environmental Protection Agency to issue Section 18 quarantine exemptions to use several products on soybeans to control soybean rust. The exemptions were issued July 27, 2004, and expire March 1, 2007. The products approved for this quarantine exemption cannot be used until the fungal species Phakopsora pachyrhizi has been confirmed to be present in the continental United States or Puerto Rico by the United States Department of Agriculture/Animal and Plant Health Inspection Service (USDA/APHIS). The less aggressive fungal species known to cause soybean rust, Phakopsora meibomiae, is already present in the Western Hemisphere, including Puerto Rico. Once USDA/APHIS has confirmed that Phakopsora pachyrhizi is present, all existing EPA-approved section 18s for soybean rust will be automatically released for implementation in Texas. Propiconazole, formulated as the products Tilt, Propimax, and Bumper; and myclobutanil, formulated as the products Laredo EC and Laredo EW, may be applied. All applicable directions, restrictions and precautions on the EPA-registered product labels, as well as restrictions within the EPA approval notice, must be followed. Applications will be made only by certified applicators, by licensed applicators or by persons under the direct supervision of licensed applicators.
