Woman to stand trial for animal neglect chargesHASTINGS, Neb. (AP)--A woman accused of underfeeding horses she kept near Holstein pleaded innocent Friday to 38 misdemeanor counts. Rose Marie Arthur, 41, faces 19 counts of abandonment or cruel neglect of an animal and another 19 counts of having no animal health certificate. A jury trial has been set for July 12. Arthur was charged last month after a welfare check on the horses kept at a Holstein farm found two dead and 17 others seriously malnourished. Authorities said the animals likely were being fed daily, but that the amount was insufficient. The neglect allegedly occurred from Oct. 1 through Jan. 29. The horses were transferred from a farm in Kansas sometime July. Arthur is accused of bringing the horses into Nebraska from Kansas without correct health certificates, violating state animal importation laws and leading to the 19 additional counts of not having the certificates. The neglect charges are punishable by up to one year in jail and a $1,000 fine each. The absence of health certificate charges are each punishable by up to three months in jail and a $500 fine.
